“"Once the lock is in place, we expect that Ukrainian resource holders will continue to transfer resources of their own initiative – including to Russia – and it is important to be clear on this point upfront." This sounds a bit controversial to the first paragraph of "How the lock works". Can you please explain this statement. If the lock is applied the holder still CAN somehow initiate transfer of his own initiative - how is it possible?”
Hello Serhii, Thank you for your patience waiting for our response. Our expectation is that a number of Ukrainian resource holders will not activate the lock, so there will still be legitimate transfers happening after the voluntary lock has been made available.
